Abstract:
Classical economists believed that full employment always
prevailed in the economy. Unemployment, according to them, can
occur only under conditions like excess supply of labour. If the
economy moves beyond full employment equilibrium, a decline in
money wage rate would increase both the level of output and
employment.
Therefore, fiscal policy according to classicists was not
essential for full employment in the economy. Fiscal operations
were only needed to provide the pubic goods. Their main concern
was equitable system of taxation and balanced budget. Borrowing
of funds was considered undesirable. They advocated minimum
amount of taxation and government expenditure. The principle of
marginal of 1870’s provided a theoretical justification for
limiting public expenditure and taxation as the principle of
maximum social advantage. They did not point out that the
disadvantage of taxation to the tax payer is a macro problem,
while the advantage of public expenditure is a collective or
macro problem.

ABSTRACT: Questionnaire
Survey on animal health problems and disease investigation in
the five kebeles of Bambasi district, with the objectives to
identify the main constraints related with livestock production
and productivity and cause morbidity, mortality and associated
risk factors. In this survey, the demographic features of
respondents were assessed. 91.04% and 8.95% of respondents were
males and females respectively. 98.50%, and 95.52%, and 88.06%
of study participants stated as disease occurrence, shortage of
water, shortage of feed and communal grazing land were priority
constraints while 7.46%, 4.48% and 5.97% of respondents
indicated, unresponse to treatment, unwillingness to vaccinate,
and uncontrolled animal movement as lowest constraints inline
with the response rate in the community. The highest and lowest
(9.47%) and (1.01%) crude mortality rate were recorded in
poultry and cattle respectively. Kebeles animal health workers
retrospective case book clinical cases indicated that, 25.37% of
Trypanosomosis, 31.23% of CBPP, and 28.30% of pasteurellosis,
were recorded as highest morbidity rate; while the lowest 1.02%
of shoat pox, and 1.12% of avian salmonella of proportional
morbidity rate were investigated. 98.55%, 97.01% and 89.55% of
respondents were noted as (Trypanosomosis, CBPP and NCD) highest
priority animal diseases while, (4.47 %) and (4.47%) of
respondents indicated, Shoat pox and Rabies as lowest priority
diseases respectively. Besides this, frequency of treatment per
animal in the villages, averagely were 17, 3, 2 of cattle, shoat
and equines respectively, were come to nearby veterinary health
posts in a year. Perception of the community in controlling
disease problems by kebele animal health workers were
willingness to vaccinate (80%), un willingness to vaccinate
(40%), treat animal by their own (20%), and bring animal to
veterinary health posts (60%). Therefore, strategic prevention
and control policy would be implemented properly in study area
so as to prevent problems encountered.

Partial Conservation treatment and Reconstruction of Pottery
Artifacts Excavated from Terrestrial and Marine Environments,
Leptis, Libya

Abstract:
Pottery is the most excavated material; it was manufactured in
varied shapes, sizes, and colours; to appropriate their
occupations. Studied objects were unearthed as sherds; an
initial repair was a requirement till complete the excavation.
Determination of the deterioration rates of the pottery objects
was significant to take the correct decision for conservation
treatment. This work aims to characterize the chemical structure
of pottery objects and determine the deterioration aspects and
their caused factors in the original environment using
functional analyses.
Mechanical cleaning was the first and safe step of conservation
procedures. Then,
desalination
treatment
was used for the long-term stabilization of the excavated
pottery; internal stresses was decreased.
Immersion in distilled water was efficient for decreasing
water-soluble salts as halite. Insoluble water-salts were
removed mechanically and chemically using dilute hydrochloric
acid. Colour and thickness of the pott-sherds were the clues for
the classification of the assembled sherds. Reconstruction of
the excavated sherds was the main goal for understanding the
occupation of the objects.

Application of information
technology (IT) on the sphere of formation, development and
capacity building of the higher education teachers
Maxim Vasserman
Kazakhstan
Abstract.
The article considers the tendencies defining requirements to
the level of IT competency of a present-day teacher. Following
the results of the undertaken studies there was drawn the
conclusion that IT competency of a present-day teacher is one of
the key indicators of the success rate of his activity and at
the same time – the necessary precondition for the further level
increase of his professional competency, that determines
significance of working out of the professional development
system of a modern teacher, focused on the system usage of IT.
The above-described models of professional development allow to
solve some tasks of level increase of IT competency of a
present-day teacher, however they possess a number of
disadvantages and do not allow fully to solve the problems of
the active usage of IT by a teacher in his professional
activity. It allows talking about the need of the model of
qualification development of a teacher based upon the idea of
integration of the examined models and personified requirements
of a modern teacher.

Abstract:
There
is a need to do researches on some things which are unsolved in
science. Artificial rains are one of them. I tried to my best to
create artificial rains in modern methods. I
proposed and designed the artificial cyclones with a new
scientific methodology through this it is possible to create
artificial cyclones and also keeping them under our control and
pour heavy rains and floods in required
rainfed and drought areas and also I tried to conduct researches
but uncompleted due to lack of support and opportunities. I call
on world scientists to do researches that create artificial
cyclones. The researches and studies done by me on the
artificial cyclonescan be useful and inspiring for future
generations. So, scientists can study the researches, studies
and published works I have done thoroughly and go up with
solutions to solve the issue.
