Abstract: This study investigated the role of information technology in urban management and its transform, construed either as evolutionary or revolutionary, permeates two broad urban research traditions of metropolitan change. It reviews research findings from these two research traditions concerning metropolitan population and employment redistribution. It suggests that synergies between ICT and our car, truck, and airplane society may be a thrust behind well-established urban decentralization and deconcentration trends. Because creating electronic city and electronic municipality that they are result of information technology, causes citizens access to their needed services directly, safe, reliable, quickly and 7-24, and physical offices replace by digital offices and organizations such as municipality, public transportation, regional water organization, etc provide their services virtually and using facilitates such as ICT for citizens. However, such logic poses serious challenges to smart growth’s metropolitan agenda. Although both centrifugal and centripetal forces are shaping the form of the information age metropolis, rather than central city renaissance or absolute urban dissolution, the resulting spatially distributed network pattern is polycentric and evolving into a regional constellation of ICT agglomerations interconnected via high-speed transportation and digital networks.

Abstract: The stem cell is the origin of an organism’s life that has the potential to develop into many different types of cells in life bodies. In many tissues stem cells serve as a sort of internal repair system, dividing essentially without limit to replenish other cells as long as the person or animal is still alive. When a stem cell divides, each new cell has the potential either to remain a stem cell or become another type of cell with a more specialized function, such as a red blood cell or a brain cell. This article introduces recent research reports in the stem cell debates as references.

Abstract: Theories of Explicit or implicit justice, rely on the philosophical presuppositions, epistemological and specific ethical and typically do not conceal this fact that suggest a model for social life that have recognized correct and right and the legitimacy and trueness is based on certain philosophical attitudes to human and community and ethics. Criminology theory of restorative criminal justice is of the most challenging focuses of interdisciplinary studies among Islamic teachings of criminal Jurisprudence with science modernism in the field of rights knowledge. The centrality of Islamic discourse of restorative justice based on principles and various installation including encouraging ignoring crime, forgiveness in suspended right of Allah and right of humans, modification of interpersonal, arbitration, intercession, the compensatory nature of the wergild, rule of repentance and indicates the ability of Islamic criminal policy in the implementation of restorative justice is devoid of defects which western criminal policy several decades after birth of criminology theory is facing with that defects. But distributive justice is economic and computational approach to criminal law and have humanist root and emphasizes on retribution, debilitation, remove of guilty from society and the associating goals of penalty to the financial cost and court and prison. This article after description of distributive justice and restorative justice, describes the origin, aspects and processes and effects of following of each country's penal system from each of these two huge paradigms and in the end, explains function of Islamic penalties in the suspended and nemesis and even some of penalties based on orbit of the  restorative justice, and distributive justice not in economic meaning of the word, but in the sense of retaliation and retribution commensurate with the crime is the characteristic of some other species of penalty in teachings of Islam criminal jurisprudence that of course with a particular reading has been entered in Iran's Islamic criminal laws.

Reveal and Conveyance in Unauthorized Sale

Abstract: Unauthorized sale is one of important issues on subject of sale and given that this sale integrity depends on permission, it is particularly important to describe permission status in unauthorized sale. In Fiqh (Religious Jurisprudence) terminology, sale is defined as transferring the object of property from one person to another, with Known return and parties’ consent (Sharh-e Lame). Unauthorized sale is one lacking element of owner permission. Instances of such a sale include usurped sale or sale without owner permission, fool sale and poor sale, in all cases of which sale is accurate and operative only by the owner permission. Permission takes different forms such as explicit permission, implicit permission and present witness. Islamic jurists have viewed unauthorized sale differently. Some attribute absolute integrity to unauthorized sale; a group regards it void; and others enlarge upon between sale and buying. Many scholars believe that unauthorized sale is accurate but with suspending integrity; this suspension and unauthorized sale reach certainty and perfect integrity, respectively, only through subsequent permission by owner. Permission status in unauthorized sale is perceived differently by different Islamic jurists because some argue that permission is an indication (revealer) in unauthorized sale, that is, as soon as the sale contract is concluded ownership is created but its rule is not revealed without permission. On the contrary, others believe in conveyance, considering permission as conveying. They argue that ownership is created after giving permission, not upon contract conclusion because a contract consists of elements without all of which it is not effective and operative.

Abstract: Cancer is the general name for a group of more than 100 diseases. Although there are many kinds of cancer, all cancers start because abnormal cells grow out of control. Untreated cancers can cause serious illness and death. The body is made up of trillions of living cells. Normal body cells grow, divide, and die in an orderly fashion. During the early years of a person’s life, normal cells divide faster to allow the person to grow. After the person becomes an adult, most cells divide only to replace worn-out or dying cells or to repair injuries. Abstract: Hepatitis C virus infection is a worldwide problem; people are chronically infected and at risk of developing liver diseases including cirrhosis and cancer. In recent years, a variety of stem cell markers such as CD34, CD133, CK7, CKl9, and OV6 have been found to be expressed in tumors along with intensive studies of stem cells, some of which are correlated with poor postoperative prognosis. High expression of OCT4 in tumors such as breast cancer, bladder cancer, and oral squamous cell carcinoma predicts a poor prognosis. Aim of the work-To evaluate hepatic expression of OV6, Cytokeratin 19 and (Oct3/4) in patients with HCV-induced chronic liver disease versus HCC and its correlation with the histologic activity, laboratory and clinical parameters. Patients and Methods: The present study was conducted on 75 selected patients and10 normal (age and sex matched) subjects were included as control group. The studied patients were divided into 4 groups: Group I: 20 patients with chronic viral hepatitis C. GroupII: 25 patients with post hepatitis (C) cirrhosis, GroupIII: 30 patients with hepatocellular carcinoma, Group IV: 10 healthy individuals as control., liver biopsies were taken from all groups and in control group from individuals subjected to cholecystectomy after receiving their consent. Immunohistiochemistry: Paraffin sections on positive charged slides were pretreated for antigen retrieval, then with supersensitive monoclonal human antibodies against OV6, CK19 and OCT3/4 with blockage of internal peroxidase activity. Streptavidin biotin peroxidase detection system was used, utilizing DAB as a chromogen and hematoxylin as a counter stain results. The mean values of OV6 level showed a highly significant increase in groups II and III compared to group I (p value < 0.01) and a highly significant increase in group III compared to group II (p value < 0.01). Tissue expression of CK19 were significantly increased in hepatitis, cirrhosis and HCC groups compared to control group (p value < 0.01), and there is significance in expression of CK19 in HCC compared to cirrhosis and hepatitis group (p value < 0.01). immunohistochemical stain OCT3/4 in HCC group revealed staining of OCT3/4 in all of HCC sections (83.3%) compared to cirrhotic (44%) and (20%) in hepatitis patients without cirrhosis while it was undetectable in normal control which is highly significant, also there is significant difference of tissue expression of OCT3/4 between different grades of HCC tissues.
